Export of chapter 41 plus “Leather Goods”: US$ 2 billions in 2006

Up to November : US$ 1,782 billion

33% growth in value and 25% in quantity

Brazil continues the export of large quantity of raw material. Out of the 32,7 million bovine hides exported (see table 4), 59% are of low added value, 10% of Semi-trimmed hide and 31% of Trimmed hide, the hide with the highest added value. The export accumulate of chapter 41 of the NCM (see table 5) – from January through November 2006 – has reached a total of US$ 1.691.954.690 (only of bovine hide, US$ 1.625.574.777). Export of chapter 41, plus the “leather goods”, should reach a total of US$ 2 billions by the end of 2006, as up to the end of November it totaled US$ 1.782.836.681. The export data, with specific highlight to the bovine hide, can be seen in tables 1 and 2, and reports on the behavior of the first eleven months of the year in quantity and value.

Export of the Trimmed hide seems to be at a standstill of approximately 30%, apparently without any possibility to increase through preponderance. The effects resulting from the application of tax on the export of Wet Blue seem to be limited to this percentage. In 2006, the aliquot was of 7%. In 2007, it should drop to 4% if no change in the CAMEX Resolution is introduced. Without incentive programs for the export of higher added value hides, resulting from the governmental inertia, the country is more and more consolidating itself as exporter of material.

Table 3 below, which indicates the exported average value, based on the type of bovine hide, shows an increase in the average amount of the Crust (Semi-trimmed) and Trimmed hides both of approximately 4%. And, the Wet Blue hide shows a valorization of 12,5%, which, in a certain way, compensates the application of tax imposed.

What really puzzles the analysts is the lack of a governmental policy in favor of the export of hide that when reaching the foreign market has a value of US$ 81,3 a unit. The lack of a policy favors the export of hide that has a value of US$ 30 a unit. Stimulate the export of higher added value hide through application of an export tax on the minor added value hide has shown to be inefficient, even if at first sight it stimulated some Trimmed hide plants. As time went by, the efficiency disappeared and the predominance in the export of hide at the value of US$ 30 a unit was consolidated. Just as an explanatory exercise, if the 19 millions Wet Blue hides had been exported as Trimmed hide, the total export would present an increase of approximately US$ 970 millions. This indicates that it is not through application of a tax that this loss will be recovered.

Table 4 shows the participation in percentage of each type of bovine hide as related to the total export in quantity. It is this fact that evidences in a clear manner the omission that directs to the export of 60% of extremely low added value hide.

Through the end of November 2006, destination of the Brazilian hide exports was as follows: Hong Kong and China, together, are the destination of 45,8% of the exported quantity, equivalent of 35,5% of exports in value, Italy, that has always been the preferred destination of the Brazilian hide shows a destination of 30,4% in quantity and 26,4% in value. What can be felt is a dangerous concentration, because 85,2% of the exported quantity goes to two destinations, as it is impossible to consider Hong Kong and China separately.

The evidence is recurring but necessary. The Brazilian hide reaches China and is transformed into low added value footwear which is exported to the United States and there takes over our market. This means, the Brazilian hide contributes to compete with the export of Brazilian footwear.

The ten major destinations through November 2006 were responsible for 84,5% of the total. Among these, in quantity, Asia represented 41,4%; Europe, 28,36%; Africa, 1,7%; North America, 12,83%. COUROBUSINESS continues under the impression that the Brazilian commercial promotion action should benefit the countries that buy added value hides.

Table 7 reinforces the previous comments about the difference in value between the different types of exported hides, when it presents such hides based on the NCM classification in quantity measured by weight. This allows confirmation that the value per kilogram of the Wet Blue of highest value, was, during the period, of US$ 2,30; while of value of the Trimmed hide was of US$ 13,55, six times higher. This data also provides the size of the historical loss accumulated by the country, when opting for export of low added value raw material.

Table 13 shows export of products classified as “Leather goods”. The data shows that in eleven months the quantity exported in 2006 is 12% less than the quantity exported in 2005. In value, the accumulated drop is of 8%. In 2005, export through NCM 42050000 reached a total of US$ 108.8 millions, and it is now expected that by the end of 2006, we can reach at least US$ 100 millions. The USA are the main destination with more than 80% of the total.
