Exports of Wet Blue and Trimmed have increased

Destination concentrated: 5 countries, 75% of the total

 

The Brazilian hide export – chapter 41 of the NCM – has exceeded all the records in 2006, since the commercial boom felt during the years of 90. In 1989, Brazil has exported US$ 241.9 million hide; in 2006, it has become US$1,878 billion dollars. Ignoring the kind of exported hide – of highest or minor added value –, this behavior shows that the hide is becoming an important component in Brazilian balance of trade in a bit more than a decade, without affect the internal market deal. Table 1 below shows the balance of trade of chapter 41, from 1989 through 2006.

The numbers are exponential and they reveal that there is nothing better yet for the economy than the free market, with all of its risks and vices. In 1989, when the Brazilian market was still closed, for each exported US$ 1 dollar, Brazil was importing US$ 1.34, this means, the relationship was causing a deficit, in spite of one of the best ox team in the world belonging to Brazil during that period. In 2006, the relationship comes completely reverse, this means, for each imported dollar the segment exports US$ 13.02 dollars.

 

We can discuss the quality of the export, the majority participation of low added value hide, but we cannot deny the export credit from the point of view of the quantity, of the total value and of the trade balance, which has already exceeded US$ 1.7 billion/year. We should also highlight that the significant hide export occurs without two situations, which, up to a short time ago, were used as argument by the footwear industry in order to ask for restrictions to the export, as follows: the internal deal is completely satisfied and there is no pressure for price boom. The performance of the hide export gives to the segment the power of claiming together with the public policies makers. Unfortunately, this is not what actually occurs; an evidence of this fact is the recent decision of CAMEX which has increased from 4% to 9% the application of a duty on sale of Wet Blue to the external market, without any qualitative counterpart for the sector, as can be seen bellow.

 

 

Interesting conclusions

1. The hide export (chapter 41), in 2006, reached the amount of US$ 1,878 billion. Including Leather Goods (US$ 98,1 millions), the export reached the amount of US$ 1,976 billion.

2. Italy, China, Hong Kong and Taiwan have imported, together, 64% of the exported hide from Brazil . Including the USA , the participation increases to 75%. Italy has increased very much the Wet Blue import in 2006.

3. In 2006, for each Trimmed bovine hide exported, it was exported 1,86 Wet Blue hide.

4. During the same period, for each US$ 1.00 originated in the Wet Blue hide export, it was originated US$ 1,4387 in the Trimmed hide export.

 

 

Table 2 below compares the quantitative export of bovine, ovine, caprine and sole hides between 2005 and 2006. Brazil , in 2006, has exported no less than 36.1 millions bovine hides, 27.91% more than in 2005, which 11.2 millions were on its higher industrialization degree, and 21 millions Wet Blue, which in 2007 has the application of a tax of 9%.

Table 3 has de same format than the table 2, but it reports the export values. US$ 1.8 billion were exported only in bovine hides which more than the half – US$ 920.2 millions – on the higher industrialization degree. This information is relevant to the analysis, because it is the first time that the Trimmed hide export, in value, exceeds the Wet Blue export, and this is an important evidence. If we add the export values of Crust + Trimmed, the total, US$ 1,167 billion, represents 64.4% of the total, this means, we can reach what we were always looking for, the predominance of the export of products having a higher added value, even if in value only. However, in quantity, (see table 2), the predominance is still the minor added value hide, which represented, in 2006, about 59% of the total.

The reason for the divergence ‘quality versus price' can be understood by examining the data from table 4. Approximately 59% of the exported quantity is sold for a bit more than US$ 30 dollars unity; while 31.2% of the exported total cost much more (US$ 81.67 dollars unity). In 2006, there was a growth of the average value of all kinds of hide, with specific highlight for Wet Blue, 14% more than in 2005. The average value of the Trimmed hide has growth only 4.6% on the same period. As a rule, the prices of the exported bovine hides has shows a valorization of 7.14%.

Table 5 indicates the source of preoccupations which made the CAMEX decide for the imposition of a permanent tax of 9% in the Wet Blue export. With regarding only to the bovine hide export – which represents almost the totality – the table shows that the participation of the Wet Blue export has increased as related to 2005. It has passed from 56.69% to 58.19% of the total. We can also observe a higher participation of the Trimmed hide, which passed from 29.45% to 31.21%.

 

The question impose is whether the application of tax of 9% has the power of, by itself, reverting this tendency and determinate that the quantitative export of Trimmed hide can overcome the export of Wet Blue. Actually, based on the application of tax accumulated experience, which has already been 9% and would dropped to 4% in 2007, no one can do this straight relationship and definitely say that the Trimmed export will be increased and the Wet Bleu export will be dropped.

 

In the context of the external purchaser market, it wouldn't be excessive to assert that one thing is probable: it will occur nothing significant in the end of 2007 regarding to the percentage participation of each of one in the exported total. It will be, naturally, a big winner, the federal government, which will have the bigger collection. In 2006, for example, US$ 639 millions Wet Blue hide were exported. We will admit, as hypothesis, that in 2007 the growth tax has been the same value of 2006 tax, which in Wet Blue was of 49%. According to this hypothesis, we have to accept the thesis that the qualitative export of Wet Blue should grow the same 31.3% of 2006 and the exported average value should keep unaltered. If these hypotheses are accepted, the Wet Blue export would reach approximately US$ 950 millions in 2007. If the timeschedule for the Wet Blue application of tax has not been modified, the applied aliquot would be 4%, which would represent a tax of US$ 38 millions paid by the segment only for the Wet Blue export. While the aliquot has increased to 9%, the tax to be paid would be approximately US$ 85 millions. The conclusion to be drawn is that, without any assurance of the intended aim by the new resolution Camex, the hide industry will transfer to the public sector approximately US$ 47 millions additionally than the foreseen, more than R$ 100 million reais.

 

This transfer will occur without any counterpart. The possibility of the use of this resource in the segment itself was not analyzed by the responsible for the measure, as well as the use in programs for improvement of the hide quality, in researches for new markets, whatever, in activities directed to the incensement of the added value for the exported hide. The segment, which contributes so much for the public accounts, as its balance of trade, was treated only as a source of new tributary incursions, without any link to the interests of everyone – government and private initiative – which is the qualification of the export. We will wait, thus, the results of 2007, in order to evaluate the real effects of this unexpected measure.

It is worthwhile to linger a bit more on the analysis of the destiny of Brazilian exports, which is shown in table 6. The first analysis degree goes to the especial concentration of the hide exports. In exported quantity, 89.15% of the total goes to 10 countries only. In thesis, these countries should be the focus of the public and private activity for the increasing of the higher added value hide export. From the 10 countries, the USA is an exception because they purchase only Crust hide (semi-trimmed). They have purchased 3.3% in quantity, which represent 10.71% in value. The effort in Asia can be reduced to China, Hong Kong, South Korea, Vietam, Indonesia and Taiwan, which purchase together 52.24% of the total quantity, and they represent only 43.35% of the total value. It is this report – quantity versus value – that we should work on, having goals to improve it. It is lacking only the focus at the European Community (Common Market), with special highlights for Italy, which imports 30.25% of the total quantity, and this represents 26.86% of the total in value.

Thus we will have two segments and the USA for strategically actuate. In Asia, in the group of the 10 bigger destinies: China, Hong Kong, Taiwan, Indonesia, South Korea and Vietnam, which have a significant growth in this and other markets. For concentrating even more the effort, some studies should be done about China and Hong Kong only. In Europe, the focus would be Italy, since Portugal and Low Contries, also present at G10 of the hide destiny, has an inexpressive participation yet, about 2,37%. A part we have the USA, small in quantity (3.30%) and growing in value (10.71% of the total).

Some programs, projects and activities directed to a better qualification of the Brazilian export – progressively increasing the participation of the higher added value – would be funded, on ‘lost fund', through the revenue reached by the application of the tax of Wet Blue. This is a simple and fair process, and the leather industry, through its entities, should bring to the Brazilian authorities.

LEATHER GOODS Export

Exportation by Leathergoods

NCM 42050000

 

COUROBUSINESS has added to its analyses of the export of chapter 41, some data and information with regarding to the Leather Goods export, which can be seen in table 14 bellow. In 2006, the export of the NCM in reference has dropped about 10% in value and about 3% in quantity. It reached, in the end of the year, US$ 98.1 millions dollars. This is a behavior that requires deeper analysis in the future, in order to make visible its possible causes and consequences. The USA will receive 83% of these exported products.
